I forgot to answer the above question: the ioniz module assumes that the
hydrogen is *fully* ionized.
Finally, in the routine init_mat.F90 it is assumed that N_e = 1.213 N_H
following Cox (2000 ``Allen's Astrophysical Quantities'', 4th ed.~
Publisher: New York: AIP Press; Springer, 2000. Edited by Arthur N.
Cox). If you wish a different ratio N_e/N_H, you need to modify
init_mat.F90 (line 45).
By the way, I have noticed a bug on line 45 of init_mat.F90:

should be
real, parameter :: ep_ratio = 1.213
